Beka Shakulashvili is a legal and regulatory compliance professional with 12+ years of experience in FinTech, digital payments, blockchain/crypto, software development and gaming technology. He currently works as a consultant and legal counsel for various companies in these sectors – advising on business and licensing, IT development, IP protection, and crypto and blockchain technologies – and serves as Chief Legal Officer of an Estonian software development and gaming technology B2B company (Beon Gaming). In 2025–2026 he was Chief Legal Officer of a National Bank of Georgia–registered Virtual Asset Service Provider (Bitari LLC) and a Payment Service Provider (ONW LLC). His experience includes obtaining multi-jurisdiction gaming technology licences, designing regulatory frameworks for FinTech platforms, and ensuring compliance with PCI DSS, PSD2, MiCA and AML/KYC requirements. At the University of Georgia he teaches the master's course "Security Methods in Blockchain". Education: Bachelor of Law (TSU), Master of Law (GTU), LL.M. in International and Transnational Law (Chicago-Kent College of Law, Illinois Institute of Technology, USA), and a two-year legal education programme at the Georgian Young Lawyers' Association (GYLA). Member of the Georgian Bar Association.
