Senior Specialist (Rank III, Category II)

• Policy Development & Updating: Participating in drafting, updating, and refining state policies regarding electronic communications, information technology, postal services, and scientific-technological innovations.
• Inter-Institutional Collaboration: Cooperating with structural units within the Ministry, executive government bodies, ICT sector organizations, international institutions, and foreign telecommunications administrations.
• International Benchmarking & Research: Analyzing foreign policy, researching international best practices in ICT and innovation, and implementing suitable practices into the Georgian legal and operational framework.
• Global Network Integration: Participating in projects aimed at integrating Georgia's electronic communication infrastructure into global networks.
• Infrastructure & Technology Promotion: Supporting the deployment of advanced technologies, tools, and infrastructure across national electronic communication networks.
• Technical & Economic Analysis: Conducting sectoral analysis and forecasting long-term development trends for electronic communications and information technologies.
• Network & Information Coordination: Participating in the coordination, functioning, and optimization of national electronic communication networks and national IT infrastructure.
• Cyber & Information Security: Contributing to the development of national cybersecurity and information security policies within the scope of authority.
• Standardization: Participating in compiling and implementing international harmonized standards for ICT.
• E-Services & Digital Economy: Developing legislative and normative drafts, strategies, and programs for e-services, e-commerce, and digital content development.
• Transit Corridors: Participating in drafting proposals and measures to establish and operate an efficient international digital/information transit corridor.
• Commercialization & Market Integration: Assisting in measures designed to promote local scientific-technological innovations and IT products in national and international markets.
• High-Speed Infrastructure & E-Governance: Defining development strategies for fiber-optic and telecommunications backbones, and participating in drafting/monitoring Georgia's E-Governance Strategic Plan.
• Emergency Operations: Assisting in coordinating electronic communications and IT network operations during states of emergency or martial law.
• Technical Resource Allocation: Participating in developing the National Numbering Plan and technical policies regarding geostationary orbit positions and electromagnetic compatibility of radio-electronic devices.
• Information Society & Export Growth: Contributing to state programs that foster an inclusive Information Society, drive tech-product exports, and commercialize research and innovation.
• Monitoring & Project Development: Monitoring ongoing national ICT projects, evaluating development opportunities, and initiating new sector initiatives.
• Operational & Administrative Support: Organizing sector-specific conferences, seminars, and meetings; drafting official internal and external correspondence; and performing other tasks assigned by leadership in accordance with Ministry regulations.

• Education: Higher education degree (Bachelor's or Master's) in Telecommunications/Communications, Economics, Law, or International Law.
• Professional Experience: Minimum 1 year of professional work experience in Law, Economics, and/or Telecommunications/ICT.

• At least 1 year of hands-on experience in drafting legislative/normative acts or conducting economic analysis.
